Dr. Emy Flores is the Superintendent of Schools for the West Covina Unified School District and a respected leader in public education with more than three decades of experience serving students, families, and communities. Over the course of her career, she has served as a teacher, principal, and superintendent, earning a reputation as a thoughtful and steady leader who places the needs and potential of every student at the center of her work.
Dr. Flores believes schools should be places where students discover their voice, develop their talents, and build the confidence to pursue their dreams. Under her leadership, West Covina Unified has expanded opportunities for students through programs such as International Baccalaureate, Dual Immersion, Career Technical Education, Esports, Speech and Debate, and the Performing Arts. Her focus remains consistent: strong academics, meaningful opportunities, and a culture where students feel supported and inspired to succeed.
Before joining West Covina Unified, Dr. Flores served as Superintendent of the Evergreen School District and previously as Assistant Superintendent of Educational Services in the Fullerton School District. Throughout her leadership, she has guided school systems through complex challenges including fiscal constraints, school closures and consolidations, and the unprecedented demands placed on schools during the COVID-19 pandemic. Her approach emphasizes clear communication, collaboration with educators and staff, and strong partnerships with families and the broader community.
Dr. Flores is a first-generation high school and college graduate who immigrated to the United States from Guatemala as a child. Her early life experiences shaped her deep belief in the power of education to change lives. She often shares that the question guiding every decision she makes as a superintendent is simple: What is in the best interest of each child?
Through her leadership, Dr. Flores continues to work toward building schools where students are challenged, supported, and proud of who they are becoming, and where communities feel connected to the success of their schools.
